It should be this.They do not stack directly, but get calculated each on their own. But basically it's 4 times a chance of 5% to get the effect, so they stack in some way.

Well,at least,the secondary effect would be

whats the difference between 4x the 5% chance and 20% chance? i suck at math... and math was alot easier the 20 years ago i took it...
The difference is in how the calculation is done.
If you had 4x Marina Stacking, you would have a 20% chance to freeze someone. Programmatically, like this:
random = rnd.Next(100) // generates a random number between 0 and 100 [exclusive] if (random < 20) // 0..19 is 20 numbers, thus 20% chance target will be frozen
But with 4x Marina acting independently, you get:
for each Marina Card random = rnd.Next(100) if (random < 5) target will be frozenIn this case you get 4 independent 5% chances to freeze someone. That is not 20%.
Some people may consider it 4 95% chances to not get frozen, compounded together (=81.4% chance to not be frozen, or 18.6% chance to be frozen), which may work in the theoretical land of every character having their own uniformly distributed, fair random number generator, but it doesn't work that way.
