After being stuck up with this problem for a bit too long I now want to have a solution to this absolute issue.

everytime I open up my client, it has been resetted to the derp random settings. hotkey bars are missing, need to reconfigure the PM settings, /aura, /li, /nc, /ns ALL are resetted to something I gotta figure out when i start up. it just gets to me.

anyone got a solution to this?

Edit: I opened Classic client... and its like 2 x 4cm literally.

Your Classic config has not been set, which is why your client is so small. The visible area is 0x0. You need to run Setup_Classic and set those settings individually of Renewal.

Are you running as admin when you change your settings?

I run as admin when I open any client for RO, and also when I run the classic setup and change the resolution the screen still is that tiny.

To fix settings not saving properly, try moving the RO folder outside of program files - it's worked for at least some players with this issue.
