This is the forum for iRO (hosted in the USA).
RagnarokEurope is for fRO (hosted in France).
If you want to create account on iRO, you need to make a ROSE account first (don't actually have to play it or anything, just make the account), then the RO account (why is a long story).
There is no such requirement to create account on fRO.
