server must be down or something cause it says failed to connect
I can confirm that. The ragnarok server(s) are probably being maintained because of the recent issues.

In a normal disconnect, you can just press enter a few times after the "Disconnected from Server" error shows up and be back at login screen. So when you experience this problem, the client is entirely nonresponsive and has to be killed from task manager?
I'm a little unclear on where the problem occurs - you mention two computers, WinXP desktop and Win8 laptop. Does the problem happen on both of them? Does it behave the same way on both?

Other than that, this is a new one - I have never heard of a RO client hanging in like 8 years. I've seen a few cases where the graphics broke and players were left with a non-responsive black screen.
But the fact that you have two computers with vastly different OS and hardware suggests that this is a network problem not a graphics problem.

Oh, I get it, so the game doesn't fail until you try to change maps, at which point it frequently hangs when loading bar reaches 100%?
This is so strange - the fact that it's hitting a WinXP and Win8 machine indicates that it's probably the network connection, since the two machines are so different from eachother.
But the error doesn't look like a network error. There are issues that cause failures to connect to zone servers, but these typically go to a "failed to connect to server" or "disconnected from server" error... Do you have any sort of weird proxy/vpn software installed? Hamachi/LogMeIn is known to cause intermittent failures to connect to zone servers (though as I said, I'd expect an error message, not a hang).
