if i increase lv skill like of knight this i can increase every skill of lord knight and rune knight right?

It doesn't matter !! You won't be going from knight to lord knight !
It will be like this :

Novice>Swordsman>Knight ( till lvl 99 )
after lvl 99, go through rebirth process, you will become high novice.
then,
High Novice> High Swordsman>Lord knight( till lvl 99/70 )>>> RUNE KNIGHT !!

You can plan what skills you want as a RK when you become high novice & increase high swordsman/Lord knight's skill accordingly.

Yes. Your knight skills will all be resetted when you become high novice/swordman.
