Lag is starting between par01 (presumably located in paris) and jfk01 (in new york) on cogent's network. Cogent is notoriously bad - for a long time they were gravity's ISP, and there were lots of lag problems. Unfortunately, your ISP routes through cogent almost the whole way.
200ms ping is playable, but would lag noticably.
Use a service like lowerping or wtfast, and try to find a server that you have a low ping to (all the LP servers are on different ISPs, so you have hope of getting a different route to each one, and maybe some of them will be good)

is there a technical way like make my internet skip going through cogent ? Is there a way to heal this problem other than using proxy programs like lowerping ???please help me. And naw, my lag can go up to 600+ or 1000+s, i mean i knw computers that have ping of 24s or 4s, why do i have this bad ping , how can i fix it ?
Other than changing your ISP or using a "ping reduction" service? No.

The cybercafes in your area probably use a performance proxy service like Lowerping or have selected an ISP specifically because it gets good pings to the locations where games are hosted.
You will have to pay if you want to get around this bad ping, because it costs money to host the proxy server. When you pay your ISP, part of that money goes into their peering and transit agreements. If you go through some other server, to trick it into getting better routing.... someone needs to pay for power and bandwidth for that server.
I've been working on setting up an alternative, but I still couldn't give it away for free if I did, i'd have to charge to cover costs - TANSTAAFL.
LP Beta is giving away free access to build publicity and make sure people test their new version thoroughly - and they can afford it; I know what it should cost to run their servers; they're making a tidy profit.
