Today, as an experiement, I set my system back to my native language(Portuguese(Brasil)) which should work fine for iRO. The first time I ran the client it worked fine, I closed it and tried again. Since then I haven't been able to start the game again because I get the error message after patching.
What do?
My system is a windows8. Yes, I did try to run as admin.

Problem happens because the patch client doesn't properly release the lock on data.grf in time for the client to be able to access it.
Open RO folder, rightclick ragexe.exe, and choose "create a shortcut". Name it something descriptive, like "RO - Bypass patch". Rightclick it, properties, and under the shortcut tab, find the "Target" field, and add a space, followed by -1rag1 to the end of what's there now, ex:
Change
"C:\Other\Ragnarok Online Renewal\Ragexe.exe"
to
"C:\Other\Ragnarok Online Renewal\Ragexe.exe" -1rag1
Click OK.
Now, use the normal shortcut to patch, and but then cancel out of it, and use the bypass patch shortcut made as described above to actually start the game.
I wonder if the reason it works for some is due to windows cacheing and how fast the drive is. If the RO executable has to be loaded from disk, the lock is released in time, but if it's cached so it starts instantly, the lock on data.grf hasn't been released. This would explain why it doesn't happen on all systems, and why it often works the first time after rebooting, but not after (that's how it works for me - works after reboot, once, then I have to bypass patcher). Don't know that this is what's happening, but that's the most plausible explanation I can come up with.

all you have to do is right click troubleshoot compatibility.
Run this... and it should fix it.
