I heard that this was suppose to be patch like last year but it doesn't seem to be working now, is this intentional?

I believe it grants immunity to Confusion not chaos. which would be the wavey screen effect, I think

No, it's supposed to provide resistance to chaos, not confusion.
Are you lower level than the SC using it? Try a chaos panic from SC of equal or lower level.

Shouldn't matter, orc hero makes you immune to stun regardless of level difference for example. Marc works vs freeze regardless of level.

Yeah, then it gets fixed with the NEXT balance patch (we're getting balance patch 2 next maint, but this is balance patch 3)
