I am patching from 2011 too. And I was able to play normally before (around 5 hours ago) and now, it's patching from the start again. >.<
This has happened quite a few times before too. I run Ragnarok as an administrator every patching time so I don't understand why this keeps happening to me...

most likely your patch.inf is old or corrupted (more often the second one). The patch.inf file basically takes note of the patches you have already downloaded and applied so having a corrupted one is telling the patcher that the client have not applied any patches yet even though the truth is you already did.
you can download my patch.inf back up here
http://depositfiles....files/qnyzhxqv3
(please download this at your own risk. I'm not held responsible for any problems it may give)
I forgot when is my back up patch.inf is dated. If I'm not mistaken it was a month or two.
Once you have applied all the recent patches, go to your RO folder and copy the patch.inf and put it somewhere as a backup so you can use them later and repatch from the date you get your patch.inf backup.
The thing that you should remember is you should always use the lastest or older patch.inf file backup when you successfully patched. Do not use this to bypass the patching for newly installed and unpatched client as missing patches might provide problems while running the game.
Also, if in any case you haven't updated your client for a long time and the patcher starts downloading files on a later date which makes it skip the other weekly patches, you might need an older patch.inf so it would tell the patcher to get the older files.
For example, you copied a patch.inf as backup after patching 4/23 maintenance and it happens you got a problem after 2 months from now, it will download only the patches after 4/23.

Ok thanks! I just reinstalled my RO now since I kept the installer for times like this lol. I should start keeping successfully patched patch.inf files from now on. Thanks!

I have a collection of patch.inf files (in dated zip files) here: http://drazzy.com/patch
