I run into this error very often. Happens mostly when I close the client via ALT-F4 instead of hitting the Quit button. This leads to the infinite loop on error message on next launch.
I found a workaround to this issue. Works for me 100% of the time.
When the error pops up the next time Ragnarok is launched, simply end task via Task Manager. Leave Task Manager up and relaunch Ragnarok online. It will proceed as usual.

Another workaround (for some unfortunate players, it happens every time they start the client when another client isn't open and they have not rebooted their computer since they last played RO)

For most users, if you kill the RO client, and restart it normally, the same thing will happen.
