Sometimes it simply doesn't appear, sometimes it come after 6sec and then I have only 2 tick, sometimes it full works.
Very strange.

Same thing happened with me. Mermaid appeared but blue floor isn't there.

Casting LoR and then casting Deluge without moving will cause Deluge to glitch and have no effect until LoR expires. One work around for this problem is, just prior to casting Deluge, to move a small bit. They should be able to stack as long as you're not standing still between the two casts.

This is a critical bug that greatly effect gameplay especially in Raid dungeons where you keep casting LoR.

It really only affects gameplay if your sorcs are unaware of it and don't move in-between casts of LoR and deluge to compensate. I'd prefer that the devs focus on bigger and more important bugs than a little thing like this.

Yep, tested variations of this.
Confirmed to work:
Deluge -> LoR (w/o moving)
LoR -> move -> Deluge

Deluge already has really long casting time but this bug is tragic. I already wiped half of my raid few times because of this lagging. But in the other hand - second sorcerer in group didnt have such issues ;/ Wondering when they gonna fix this!

Deluge ->LoR works now ONLY if LOR isnt on cooldown after casting deluge (even if cooldown is only 1 second).
I wonder when they finally fix this, now deluge is working even worse than before last patch ;/
