(PS - you might want to check you can exchange a +8 cake hat still, I am not sure they added that one to Alora for exchange to costume - it was originally given to a npc that left with the quest & the last way to receive it was via the Prontera Costume Pack.)

And I was under the impression that the other NPC that does costume conversions was able to do Cake Hats.  I'll look into it.  Thanks.
