last i checked a minute ago there were 90+ shops, roughly about the same amount there were for the past few months.

Or just  a few people with 10 shops each??

 

Anyway some are moving out to prontera.

Months ago, many players QQing in forums that Eden has been flooded by too many vendors, making it extremely difficult to search for spesific NPC inside Eden. Because of this, GMs had then prohibited players from vending stuffs inside Eden. Basically, Eden is now a non-vend-able area (only the first floor though, the second floor is still vend-able area).
