Hi I would like to know, what's wrong with this guy? I can't buy anything of his store. Something here is suspicious because this guy is selling the same stuff some several days. It's this a bug or he is using 3rd program?? I post here the position and the name of the store right now

You cant carry more than 2,1b per character. So if hes is selling a Tao Card for 99m and he have 2,1b zeny you cant buy it

What message is displayed in the chat box when you attempt to buy from him?
Buying from a vend can fail if your inventory is at weight limit or 100 item limit (with an appropriate message), or if the vendor is at the zeny limit (in which case it gives a different message, I forget the phrasing). This is intended behavior. Note that previously, if the vendor is at the zeny limit, you could buy from him, and the zeny would be spent, but it was lost in the void instead of going to the vendor.
