Have you tried downloading it manually? A lot of people have had problems getting the 9/4 patch, but were able to solve the problem by manually downloading the patch.
Get the 9/4 gpf file here - ftp://ropatch2.gravityus.com/patch/ (it's the 97.9 MB file)
Download and copy to your RO folder.

Not sure if you tried this yet, but go to your RO directory and run Ragnarok.exe as admin. Right click > Run as Administrator.
