Yeah, that IS messed up. They should at least log on and give the costumes out to someone else.

the gms should just give everyone a prize that participated to make it fair. or at least check an attendance log or something, and if those winners hadnt played in how ever long take back those costumes and give it too active players that are still playing.

since also they said 50 players will get the prizes. but its  more that 90+ players who has it now.

 

why not just give all the players who join the event?
