Let's say I'm a 99/70 Mastersmith with maxed out Upgrade Weapon. Will I have a higher chance of upgrading a Level 4 weapon from +4 to +5 with my Mastersmith, the upgrade NPCs, or are they equally the same?

i guess the only thing why we would want to upgrade weapon via a smith is to feed eat gear?

Also, would the +10% diminish if I become a Mechanic? My Mastersmith is 99/68 at the moment and I don't know if I SHOULD turn him into Mechanic.

Oh, well if you're job 68, it's 9%...
It's dependent entirely on your current job level.
As a mechanic, your maximum job level is 50, which will only give you the same rates as NPC. So you must stay mastersmith if you want to keep the upgrading advantage.
Level 3 weaps for eat gear is probably the best use of upgrading, yes.

Ah, damn shame. Would've been nice if it was coded to keep the increased upgrade percentage if the Mastersmith reached 99/70 and decided to become a Mechanic. I guess I'm keeping mine as a Mastersmith. :[

The funny part is that the GMs actually tried to come up with some logic to defend that oversight when renewal hit.

.2% per job level x 20 jlvl difference = 4% difference in success rate. It's not as much as people make it out to be. The fact that you have more points to spend on dex + can geared better for luk AND be able to battle alone makes it worth it.

Mastersmith is best for upgrading poop gear that you can pick up for 1-2 mil and going all out to refine it won't significantly hurt your bank.
However I am a believer in the idea that breaking gear is good for the game.
In general the perception of "value" has skewed a lot. A +7 is now worth more than a +7 should be because people base the price on the cost of safe certs and enriched ores. And consequentially +7's cost even higher because +7 is the starting point for safe enriched upgrades.
