I was planning to use peuz's set.. and was wondering that does the bonus that give Wind Cutter 100% more bonus damage actually make it any useful in the early stages of the game?

No. Ignition break deal more damage than Wind cutter. With Ignition you can deal 10~25k+ damage depending the gears and stats (Str,luk). Peuz set enchanted and Violet fear refined and enchanted too its ok. If you look the description of ignition break, this skill deal aditional damage if you are using fire converter.
