Speedy is definitely better.

they're both good, but there's alternatives for wands to increase your healing amount (affection wand), but no alternative for wands to reduce your aftercast delay. that ability is pretty rare for items in general.

 

speedy cure wand + diabolus robe + expert ring, is 30% less aftercast delay, and a great combination.

the cast delay reduction lets you heal faster so its better than the strong one for keeping people alive. AND it has better stats. AND it helps with the delay of other skills like lex aeterna, etc. Strong recovery wand isn't worth buying at all.
