Made a block success nucleus, need to know the max base roll on it, couldnt find on the wiki or past threads on the forums. Anybody know?

lol that table deceived me to reroll my dark kenesis cell,now i keep getting 3% block on it on each reroll from the 8%i had -_-''.

I had to reroll my raging cell 417 times to get 11.37% block
