Since nobody really answered your question, if you are looking for the NPC to exchange PVE/Baphomet/COA/AOD tokens, he is not really called Strange Kid (at least from what I remember). What you are looking for are "Dungeon Graders" and they are found in both Prontera and Alberta. Consult your ingame map to find them (I think there are filter options to help you narrow them down a bit more).
