I am a Master Wizard Rank D. Master Potions LV50 are not available for me to learn from the Alchemist Expert but when I go to craft and click the not learned button it is there. I have learned the Lowest Grade Dayr potions but I can not craft these without the Master potions.

All the Master Potions are not learnable through NPC, you have to go hunt Lv50 mobs which drop the recipes... Or buy them off the auction house.

 

So... this is not a bug.
