Uuu Looks like something fun + with lots of potencial. (carts, racetracks , outfits, Frames). You could do a power up system (lets say you pick up a Ms buff), each frame can have a diff speed . Just some thoughts

pit stop teams are on to-do list
also race queens
different types of race tracks and car(t)s (from wooden cart to F1 style car(t)s)
visual customizing and car(t) tuning (upgrades)
car(t) damage/nitro/drifting/acrobatics/multiplayer
rankings, achievements, shop
mobile/mac/pc/linux
unfortunately development is not as fast as we want - real life / work / health come first
lots of time is wasted in exploring different styles of car setups and track layouts - these can make game feel great but also horrible
once these are done then comes tweaking of cart enemy AI for each track - as you could see in video some AI carts get stuck XD

If im not wrong its, the Unreal Development Kit, so i guess its the Unreal Engine.

my first guess would have been unity&java

Unity (for now) since it is good enough and it is better for mobile
UE4 might be an option but it is way more demanding - on quad core pc (Q6600) and 8 GB RAM with GTX Titan in simple demo scenes had low FPS
and yes, C# would be the main language for now
