Sometimes even when I want to BG, I don't know whether it is on or not but can't be bother to check. I think many others are also the same as me.
How if there is a server-wide BG announcement like "Team AAA has won over team BBB", that will make people aware that BG is going on so they can join if they want to.
Or if server-wide is too intrusive, make it only in towns. Those who want to BG can then place a character in towns waiting for announcement.
