does anyone know how much Aspd should this Rune give at Lv 10 Rune Mastery ? 4 or 2 ?

ASPD given by asir is (0,4 X RuneMastery Level) so at lv 10 you'll get a full +4 flat aspd.

last time i tried it it just gave me 2 flat aspd. from 188->190. (with Mace weapon)
and i have lv 10 Rune Mastery alraedy.
