The Area inside the valley filled with frostblade monsters, is dropped drastically lower than the actual map, this effects trigger npc's & monsters drops, not players or monsters. screenshot should explain it a bit more clear.
you can see drops & a trigger npc below the actual map. there's a few places this occurs as well.
