It was never made permanent on iRO. Only a 3-day version exists if you can manage to find someone with an unopened box.

Been chasing after the eye patch so i could get the set bonus only to discover it has a 3 day time limit on it

 

Any plans on changing it and making it permanent?

Nope, no permanent version atm. They might do something with it for TLaPD in september (that's when they usually do pirate themed stuff)
