The "Advanced two hand skill power" on sword champion tab.
It gives 30% skill power, and the -15% MP consumption part, it makes your berserk consume 15% more MP, not 15% MP less.

I think it's intentional that it makes your skills cost more.

As jerremy said, it is intended to increase the cost of casting skills in exchange for additional skill power.
