Is Vanberk Card can only activate at .05% (I read it in other RO forum bcoz I didnt find it in this forum ,,,,, is this also same in renewal?)

I don't know what the exact rate is - I don't think it's that low, but it's low enough that you'll very rarely have the buff, definitely under 1%; you should basically treat the card as if it didn't have the proc effect when planning your gear.
