After every maint, the version.dat lines (if you correctly patched) updates to the newest .RTP file version. Current one atm (as in, after today's maint) is 

UserGameVersion=00000146;
UserPatchVersion=00000146; 

You shouldn't need to touch or edit this file ever, if you update your game correctly. Only exception are: 1- if you have to manual patch, or 2- if you wanna force the updater to re-patch in case something went wrong. Otherwise noone should need to touch this file. The game should update it automatically.
