It adds like 1% atk/matk per upgrade or something. its inferior to rwc pendent which was not that desireable either.

It's not better than the EMH.
AB damage (as a rule of thumb, for RTE using gen) is about 1/3rd effected by +% atk, 1/3rd effected by +% matk, while the whole thing is effected by +% ranged effects - this puts a pretty high bar on beating EMH using +% atk/matk effects.
