Hello i've been trying for weeks in adding warpportal points using paypal but after clicking place order it always redirect me in the payments review, will this account review ever end?

What's the screenshot of payment review? Usually if you input payment, the first payment goes through verification (payment itself doesn't actually go through). The second payment onward would then go through.

sorry for the late reply I've used UltimatePay then choosed PayPal as payment, but now PayPal is not showing up in UltimatePay,
so i'm gonna reply to your question here's the screenshots in PayPal payment option until now, 
then when i PLACE ORDER
It's still the same account review...
