You do not, they are locked to characters.

Honor armor and Valor armor are special cases that they are locked on acquiring, you do not ever get a chance to move them away from your character by ANY means.

If it "bound" anything (account, character, on equip) then it can be unbound with an unbinder coupon from the valor shop.
If it is "locked" anything (account, character, on equip) then it can NOT be traded or sold.
Just think of locked as there is no key- locked is permanent. Bind can be undone with the unbinder coupon.
