My example would be that you are able to get more ranged damage increments compared to AS damage increments from gears, and that BxB is a level 4 weapon, has higher atk and 2 slots instead of elven's 1.
BxB increases AS damage by 5% per refine level, thus a +12 would provide +60% AS damage, comparable to a kingbird elven bow, except with more atk and 2 slots free. Element changing is easy too, all you need to do is equip the right arrow element.
To expand on the ranged damage increment comparison I mentioned, lets say I have purely ranged damage and AS damage increments as modifiers only.
I have +70% ranged damage and +50% AS damage boost total for example.
Lets also say without boosts I do 10000 damage.
With the boosts applied I do 10000 * 1.7 * 1.5 = 25500 damage.
Now, if I receive another +60% ranged damage on top of that(kingbird elven)
Ranged: +130% total
AS: +50% total
damage: 10000 * 2.3 * 1.5 = 34500 damage.
If instead I get 60% AS damage(+12 BxB):
Ranged: 70% total
AS: +110% total
10000 * 2.1 * 1.7 = 35700 damage
Notice how the the BxB would give more damage, even without taking into account difference in atk and cards?
The larger the amount of ranged mods you stack, the lesser the impact of more ranged mods, and the larger the impact of AS damage increment mods.
If you have really good gear, lots of ranged increments, BxB would be much better. This is also why it's better to put racial cards into a BxB, since they would provide much more damage than putting 2 Archer skeleton cards into it.

I've seen someone using a BxB do 200k damage under camouflage with AS, and I'm pretty sure you can't reach that with a kingbird elven...
