Everytime i take a portal or I change level or zone in the word of DragonSaga (for example when i go from odelia to traitor's ridge), my hp and mp are resetted to 50% but only if them are over 50%. Is this a bug or something else?

This is considered to not be a "bug".
It is because of the Dragon Lord Buff that you get while playing on channel 1.
That buff doubles your hp/mp and gives you some other benefits in stats and power. The buff is on channel 1 only from the level 1 to level 40.
Sadly the buff itself only doubles your hp and mp point but does not fill it up. So your hp and mp bars are only filled half or under (depending if you got hit and so on).
The last part I personally consider being some kind of bug, cause in my opinion this Dragonlord Buff should not only simply double your HP/MP amount but fill them up directly too. Which is sadly not the case.

As Fliederduft stated, not so much a bug but an annoyance.
You still receive the Dragon's Buff of 50% to HP/MP~
