I just attempted to do this Valor Quest on a level 44 Soldier, which does not have the Valor Reward Bonus Skill. The quest does not complete correctly. Shannon takes the medicine, but gives no reward, and the quest is left in your quest box.
Nevermind, I thought this quest ended when you gave the medicine to Shannon, but you have to return to Gorthein.
