i transfer my sor's equip (100%spell) to my hw,, i know if 100% spell to sor then sor doesnt need any dex,, wat if 100% spell to hw,,does it still need dex to increse the cast time???

Same mechanics apply here. Note that a lot of wiz/hwiz skills have a long fixed cast so you still won't insta and may still need phen or orleans.

i no its not gonna be instant,, but my point is if 100% spell reduce on hw,, and is adding dex still will reduce the cast time??

No, adding dex will not affect the cast time if you already have 100% variable cast reduction.
