Adding new high-level TIs will do nothing but benefit the users that are already established and can easily find parties.
This really isn't a difficult concept, the focus should be on lower-level areas where new players will be able to level and party up.

A few of these are pretty dependent on party members and gear (GH Prison and Alarms aren't entirely newbie friendly, without some know-how), plus Prison would be best if Hunter Flys were gone, Bathories would be best without Jokers to deal with (have fun when someone turns it aggro and leaves), and Alarms have ridewords and mimics to deal with.
