No sadly nothing like this was patched in. To be honest only the tb.bin and the tb2.bin was included in the last patching - and those are mainly for IM stuff patches.
Sadly this is completely explainable.
Please type in the following:
hi leute - and see what happens
(it means hi guys in german)
or type in
ich mache das lieber im sitzen - and see what happens
( it means I better like to do this while I'm sitting)

sad explanation:
typing in the chat window:
- hi (triggers wave animation - without why hello there text)
- sit (triggers sitting animation - without any English text)
- love (heart animation)
actually you can do this for any emotion in game - as long as you know which word triggers it you are fine to do whatever you want
And because sitzen = sitting and hi is common in Germany........these two work perfectly fine.
Works with any language, as long as the words include the trigger.

But there is a second, more "tricky" way. It needs timing though.
Write anything you want into the chat window
Example: I like bacon. DO NOT! press enter yet.
just leave it in there.
Now open up the emote window (the little guy symbol in the upper right corner of the chat window)
Now feel free to choose any emote you like, for example the bow down one.
Now go back to your chat window
Now you may press enter (return)
And now you have to be fast, simply click on the bow down emote icon in the opened up emote window.
If your timing was right your little game char should now show the bow down animation while saying : I like bacon.

And that's it. The whole "magic" behind it.
Someone who doesn't know about this and sees it for the first time is all like:
But yeah, it's really as simple as that, no big patches (sadly) and no magic.
(but it is a great prank sometimes to do it in front of people that don't know how it works )

About the multi language client. The way this game is programmed at the moment it is impossible to do. You could have either this language or that language right now. But sadly not all languages together in one big game at the moment.
This would need a dev team and a lot of re-coding of how the game deals with different languages. DragonSaga never was meant to be multi language. There was a complete coded version out for any language this game came out in. But every server got just one language (yes at the moment the server language is coded in the server data - on this server it's English and because of this even with a German xml file, all item searches stay in English language and only those can be found) . You got the English language server data, we got the German Server data, the French people got the French data and so on......
Yes, it would be possible to change it to a real multi language server, supporting all game languages at once. But like I said before this can only be done be the dev team and needs a lot of work re-coding things.
