FS enchant's ATK is EATK, thus, not having Left Hand Mastery still let you get the ATK benefit of FS enchant.

It is a +atk effect, it adds eatk. It doesn't care what it's equipped on, as long as it's equipped.
It doesn't matter which hand it's equipped in - just like other weapon effects are not altered if it's in off hand. Only the damage of the off-hand attack is effected.
