I have a question: if I use "Binds on Acquire" on this item, it works?

Grab a friend, open a bind on acquire trade UI, slap that UJC in the spot. If it shows up in the transfer UI then you can transfer it with an bind on acquire trade xeon. If it doesn't then you're SOL. You don't have to have a bind on acquire trade xeon available to test this, the window will tell you right away whether or not you can trade the item.

Based on the grade of the item, it's worth a shot to test it out. I suspect that it'll trade just fine as it's not the horrid purple "pay" grade that never transfers.

i vaguely remember that some of those event items that every player got at one point were untradeable.

Testing it takes less than 5 seconds, then OP will know definitively whether or not an item is bind on acquire trade-able. This test may also be useful for any other ambiguous items as they come about.
