ok so im reading the forum and seeing a couple of post on this topic. 

 

The issue is

I hve done the whole check all, then defrag, ive tried compatability issues and nothing. am Igonna be able to play this on windows 8.1. I can play ragnarok online 2 but i cant play rose online. is there a fix for this on windows 8.1?

I'm on windows 8.1 and i did not have any problem intalling or playing. Try redownloading mabye the file got corrupted.

try to delete trose.exe then repatch it
