as with most things its was probably humans watching other animals and deciding it was safe to do... thats how we discover which plants are safe... if an animal eats them and doesnt get sick or die you can generally assume its safe to eat... there are exceptions to this of course...

im sure smoking started as a way to take sacred incense and using it to bless the inside of the body... taking in the spirits of the plants burned as a sort of "breath of life"... most likely the plants used were of ethenogenic origin and possessed stimulants, sedatives, hallucinogens or other effects humans discovered from eating the plants...
