Why didn't they just make the Severe Rainstorm damage bonus of Night Sparrow Hat and Lyrica Hat equal?
Am I missing something here?

I think thats because of maestro exclusive skill called Windmill Rush that increases ATK affecting its own Severe Rainstorm.

Oh, so by making NSH's bonus 25%, it is now equal to Lyrica Hat's bonus plus Windmill Rush?
