Salvage Cape. It allows the use of Lv1 CSS.
It's not a very common item due to the difficulty involved in obtaining it, and that it both doubles SP consumption when equipped and takes 1200SP upon unequipping.

was he using /heh emotion frequently? If yes, then it's a side effect of the Magic Mushroom poison. It casts random skills, including CSS.

there are still plenty of skills that bypass CSS... several Kagerou skills in fact...
