I see in old update "Darren in Junon now offers Skill/Stat Reset for players once they hit Level 50"

so i can reset only on 50 or 50 and above ?

You can use that free reset once at level 50 or above. That's once for stats and once for skills. If you need to reset after using the free one from the mayor, you have to get a Retraining scroll from the IM or a player's shop.
