Very possible 

 

As long as I play this game, there always has been a cookie factory once a year.

But... you never know. I don't have any further informations at the moment.

The cookie factory is typically a Valentine's Day event spanning over a good chunk of Feburary and March. It's likely to come around that time of year.

If the party leader has tickets and the quest requirement to open, a person can enter it early if they have the means to warp there. This is typically why Cookie Factory parties may be advertised on Trade chat.

The Cookie Factory Event is officially not available at the moment, because the event has ended.

You can technically still run that dungeon if someone puffs you in, and if the said character has keys to open as well as did the chain quest to open CF.
