I thought there was 1 or 2 low level axes in game, before the level 21 ax sold in zant?  I was looking for the stick with the nail in it. was it removed from the game?

There used to be one called a nail hatchet, it was a crafted item as I recall.

No, Nail hatchet is available from the Soldier trainer in the Training Village at the end of Adventure Plains, and the Weapon Smith in Valley of Luxem Tower's Camp.

regarding the weapons sold by trainers, some level 10ish weapons are not sold like the short bow, wrench and javelin
