Depends. The % ASPD gears will get you to cap attack speed once you reach 100%, therefore making it possible to reach maximum ASPD with very low agi. Even a 1 agi build is possible.

When comparing both cards in elven bows only. What gives you more?

Depends on your agi, my ranger used a 30 agi build with high % aspd to get to 193, but 1 aspd is possible. My build left the headgear slot free so I could use +12 White Drooping Eddga. If you have a good amount of zeny, % gear is much better since you end up saving a large amount of stat points which you can use on other stats like str for weight (god knows warg rangers need it) or more vit/dex/luk. Warg builds also do not rely on damage cards much since they do not have an effect on the warg at all, so most of the gear slots which other classes would need for damage you can use for aspd without trouble and now, with the addition of temp boots, you can use lucky day to get 100% warg rate easily.

%attack delay gives at most 0.38 aspd per 1%. You get this at agi = 1. Higher agility will reduce the amount of aspd per % attack delay.
So if your overall agi is only 1, then 10% aspd will give you 3.8 aspd.
If your overall agi = approximately 70, then both BM and 10% attack delay will give you 2 aspd.
Beyond 70 agi, BM is better.

Then again, when you get high %, you normally reset to lower your agi to the right amount. % is pretty easy to stack nowadays compared to how it used to be.
Awakening potion +
+12 Temp Agi boots AD4 = 22%
FAW with AD9 = 24% (25% with 20 agi, 26% with 40 agi, etc.)
Celermine = 10%
2 Bakonawa Tattoos = 20%
Pegasus Wing Ear = 4%
Shadow Physical Earring = 3%
Doppelganger Card = 10%
+12 Small Poring Band = 1 aspd and 8%
Hermode Cap = 10% (not optimal because of the -20 atk)
Mercury Riser = 7%
etc.

BxB is bad for warg build.

You can even have an aspd+1 enchant on the bxb too! But yes, its really expensive.

120 agi is a waste of points on a ranger if you have money, making that effect pointless. Also, realistically you won't get a +14 BxB either, making BM card only +1 aspd. Though I have to concede one point, a +14 BxB with 2 agi and 2 doppelganger cards would be a thing of wonder.
Your warg won't be doing all of your damage. With mild wind headgear and crit, your normal arrows deal quite a bit of damage.
Aspd is easy to get from other gear with an elven and elven deals a good amount of damage more, making it the better option. Hell, the damage elven deals over a BxB on ONE normal attack is higher than the damage you gain on warg by going for a +12 BxB over an elven.
Not to mention it's also cheaper.
