Demonic Fire is based on matk, yes. The damage is pretty crap - it's not something you use for the damage. It's all about what you turn it into with Firex.
Fire Expansion 5 damage is same as Acid Bomb, except that +% ranged modifiers aren't counted, and under a few obscure conditions, it's been reported to do unexpectedly good damage.
